Circulation Information

Policy

  • Fines are established as an incentive for the prompt return of materials and to enforce the circulation policies of the Library.
  • Each borrower assumes full responsibility for all material charged to his or her account and for knowledge of and adherence to library policies concerning loan periods and penalties.
  • Borrowing privileges may be suspended until all fines are paid.
  • Borrowing privileges and access to electronic resources are automatically suspended for unreturned items. Privileges are restored upon the return of the item or payment of the lost fee.
  • A library card or badge is required to borrow materials.
  • Library cards are not transferrable.

Overdue Fines

  • For information about HML's loan periods please see Borrowing Privileges Table for details.
  • A flat rate fee of $10.00 is charged for any item returned after the grace period has expired.
  • A grace period is granted as a courtesy. Overdue fines are not assessed during this period. Grace periods are not provided for materials in high demand and/or for classes.

Lost Fee

  • A minimum of $50.00 is charged for any unreturned item. The average lost item fee is $150.00/item.
  • When an item is not returned the day the grace period has expired, the borrower is automatically billed a lost fee.
  • This lost fee includes: average cost of the item, a processing fee of $15.00 to update library records, and an overdue fine of $10.00. As some materials are more rare or valuable, HML reserves the right to charge a higher fee.
  • Borrowing privileges and access to electronic resources are automatically suspended for unreturned items. Privileges are restored upon the return of the item or payment of the lost fee.
  • If a lost item is returned, the cost of the item and processing fee are waived. However, the borrower will be charged $10.00 in overdue fines.
  • Borrowers are given the option to provide the Library with a replacement copy. The cost of the item is waived and the borrower is charged $25.00 as a processing fee.

Damaged Materials Fee

  • Upon return to the Library, all items are inspected by staff to ensure that the item has not been returned damaged, i.e. unfit for future loans. Any minor damages detected are noted in the item.
  • If an item is damaged (see below for specifics) while on loan to a borrower and can not be repaired, it is considered a "lost" item by HML. The borrower will be billed a lost fee.
  • Borrowers are given the option to provide the Library with a replacement copy. The cost of the item is waived and the borrower is charged $25.00 as a processing fee. The damaged item is returned to the borrower if so desired.
  • Irreparable damages:
    Water damage including staining by coffee and soft drinks
    Warping of the text block
    Mutilation of the item (tearing, slicing, removal of any parts and pages of the item)
    Pen markings, highlighting or excessive pencil markings on 1 or more pages or covers
    Damage from exposure to heat or sun
    Loss of accompaniments such as CDs and inserts

Overdue and Fines & Fees Notices

  • Overdue notices are mailed by the Library the day after the item is due.
  • All notices are mailed via the postal service to the address in the Library's records.
  • HML is not responsible for failure to receive notices because of absence, address change, or lapses in mail service. It is the borrower's responsibility to ensure that HML has current address information.

Electronic Resources Use Policies

  • ID and Password are required from remote locations. Remote access may be further limited to certain affiliated users for selected resources.
  • IDs and Passwords should not be shared.
  • Users agree to abide by all rules and regulations of The Queen's Medical Center, Hawaii Medical Library including its Electronic Resource Use Policy and not to make unauthorized use of another party's intellectual property.
